The multi-year accessibility plan and its annual action plans, which public bodies are required to publish.

What these documents are

Two linked documents that French law requires of public bodies, alongside the accessibility statement.

  • The multi-year plan (schéma pluriannuel de mise en accessibilité) sets out the organisation's accessibility policy. It covers three years at most and describes fourteen things the regulation enumerates: the strategy, the referent, budget, recruitment, training, external expertise, internal organisation, procurement, new projects, user testing with disabled people, planned audits, corrective measures, optional measures, and the review of the annual plans.
  • An annual action plan is one year of that multi-year plan. It holds the concrete remediation work rather than prose.

Legal basis: article 47 of loi n° 2005-102, given effect by the arrêté du 20 septembre 2019. Both must be published online, on the organisation's own site, in an accessible format.

How they relate

An annual plan always belongs to a multi-year plan and its period must fall inside it. A multi-year plan cannot belong to anything. Deleting a multi-year plan deletes its years.

What CheckFox adds

  • The fourteen sections are pre-structured, each shown with the verbatim text of the arrêté that requires it, so the writer sees what the law asks rather than a bare heading.
  • Suggested content per section, on request. It is scaffolding, not finished prose: known values are filled in and everything unverifiable is left as a visible [à compléter] blank. Publishing is refused while those blanks remain, because a plan published with CheckFox's wording reads as though someone wrote it.
  • Annual plans are filled from audits. Failing criteria from the audits linked to the plan become planned actions, one per criterion, ordered by how much they hurt users. Filling again adds only what is new and never overwrites edits.

Plan availability

Accessibility plans are a Pro and Enterprise feature. Free and Starter workspaces can read plans their workspace already has but cannot create or change them.

Publishing

Same model as statements: publishing writes an immutable snapshot, one per language, numbered per document. Editing afterwards changes only what the next publication will say, and the app says so until it is refreshed. Withdrawing takes the document off the public web and keeps the published versions.
